Web publishing NodeXL maps

Is there a way that maps can be published to the web in a way that the reader can do some minimal manipulation e.g. move nodes to expose labels, redraw maybe expose attributes of nodes and links by selecting and right clicking etc...

No, not yet.  We have discussed doing a Silverlight implementation of NodeXL, which would allow the kind of manipulation you're talking about, but right now graph interactivity is available only in desktop applications.  You can use NodeXL on a Web server to create graph images and download them to the Web browser, but those images will be static.
