Does the Betweenness Centrality always bigger than 1?

Hi, all
About the definition of betweenness centrality is here

I think betweenness Centrality must be between 0 and 1.
But, the wookbook in "Network Graphs", I can always find the value of betweenness Centrality is bigger than 0 , even bigger than 1.
Why??
By the definition , it should be bigger than 0 and smaller than 1, doesn't it??

They are always between 0 and 1 only if the values are normalized. NodeXL does not normalize betweenness centrality values, so they can be greater than 1.
