Percent agreement from a raw voting table

I'm working toward creating a project similar to the US Senate visualization of percent agreement from here: http://casci.umd.edu/NodeXL_Teaching. My starting point is a spreadsheet of about 50,000 votes cast by individual legislators (name, name of the measure, date, yes/no/absent).

I would like to translate this into a table like the US Senate voting table, with its percent score for how often any given senator voted for any other given senator. How should I go about this?

I wouldn't know how to do that without writing some custom software to process the voting data, using either Excel's built-in language (VBA) or any other language that can read one delimited text file and output another.  Perhaps the person who created the Senate_Raw.xlsx file is reading this and can tell us how he or she did it.
